The government plans to release new rules for controversial car black boxes this summer, according to a spokesman for the National Highway Traffic Safety Administration.

Contrary to expectations, the rules don’t require automakers to install the boxes in every car, but they do require the boxes to record a minimum of 29 pieces of data, more than most black boxes currently record.

In a nod to privacy concerns, the rules require automakers to disclose in the owner’s manual when a car has a black box and why it’s there. But privacy advocates say they’re disappointed that the rules don’t limit the amount of data the boxes can record or address concerns about how recorded data can be collected or used.

Cop Fled as Partner is Shot:

A Brooklyn cop was caught on videotape running away while his hero partner was wounded in a barrage of bullets on a Brownsville street last week, high-ranking police sources told the Daily News yesterday.

The damning video prompted Police Commissioner Raymond Kelly to strip Police Officer Gilberto Marrero of his gun – and order the 12-year veteran to stay off duty until the shootout can be fully reviewed, a police official said.

The official and other police sources familiar with the surveillance tape said Marrero ran after a teen gunman fired the first shot at his 73rd Precinct partner, decorated Officer Patrick Caprice. Marrero left Caprice to fend for himself as the gunman fired four more times, sources said.

Caprice was wounded in his arm and stomach – but his bulletproof vest stopped a potentially deadly slug to his chest. Still, Caprice managed to get off 14 shots, wounding the gunman.

“The tape is damning,” said a Brooklyn law enforcement source.

“This guy’s partner is getting drilled full of bullets and he’s seen running the other direction,” the cop added. “He doesn’t fire a shot. He leaves his partner bloody in the street. It’s not what a cop is supposed to do.”

Reached by phone last night at his Brookdale Hospital bed, Caprice, a 42-year-old father of four, declined to comment about why his partner of more than a year did not return fire. But the 14-year NYPD veteran’s father, Charles Caprice, was blunt in his anger at Marrero.

“He did not help my son, he ran. My son was on the ground and he ran,” he said.

“He should get another job. He is not police,” the father said.

The gunfire erupted June 1 shortly after Caprice and Marrero had stopped gunman David Redden, 18, on a seemingly routine drug arrest. But as the two officers approached Redden’s car – Caprice on the driver’s side and Marrero on the passenger’s side – Redden fired a single shot at Caprice through the car window.

Once Redden got off his first shots, the tape – taken from a surveillance camera on Dumont Ave. – shows Marrero turning and running from the gunfire, to take cover behind a car farther down the block, sources said.

Redden got out of his car, at first turning to run, only to pivot and fire more shots at Caprice, striking him in his stomach and arm. Caprice’s bulletproof vest blocked a shot to his heart. He fell to one knee but still managed to pump off 14 rounds and wound Redden and hit his fleeing car. The gunman later fatally shot himself.

Marrero never returned to help his fallen partner, the video indicates and witnesses told cops, sources said.

Caprice was found in the middle of Dumont Ave. and taken to the hospital in a van by another cop from his Bedford-Stuyvesant precinct, sources said.

Marrero, who has been out sick since the shooting, was not reachable for comment.

iPod Shuffle Tips

If you are one of the millions of people who have purchased an iPod Shuffle, you probably noticed that it came with very limited instructions. This is because the device is very simple to operate. However, there are some little tricks that are nice to know which will make your experience even better.

The iPod Shuffle doesn’t have a slider switch to lock the buttons on the player. However, you can lock the buttons. Just hold down the Play/Pause button for a few seconds until the amber light blinks a few times which indicates that the buttons are locked. To unlock the Shuffle, just hold down the Play/Pause button again until the lights begin to blink. (Turning off the player also unlocks the buttons.)

When you pause an iPod Shuffle, a green light blinks for approximately a minute and then stops. This makes it easier to forget the device is even on, and you can end up discharging the battery quicker. To conserve battery life of the Shuffle, just turning off the device instead of pausing.

Should the iPod Shuffle begin acting erratically, you can reset the device by using the sliding switch in the back of the iPod to turn it off. Leave it off for at least five seconds and then turn it back on. If you want to quickly return to the very first song in the playlist, just press the Play/Pause button three times.

Cell Phone Leads Officers to Accused Careless Crooks

NEPTUNE BEACH, FL — Dan Juliana pulled into his driveway early Sunday morning after a long night of work. He says as he got out his car, someone stepped out of the darkness and stuck a gun in his face.

Neptune Beach Police say the robber took Dan’s wallet and then demanded his cell phone. It turns out that cell phone proved to be the clue that helped officers crack the case.

Thieves Scan Cars for High Tech Devices

Police say advanced technology in mobile phones is behind a steep rise in vehicle crime in south Manchester.

Thieves are using new ?blue-tooth? phones to detect whether motorists have left mobiles or laptops in their cars. The ?blue-tooth? facility enables thieves to locate compatible electrical items ? even if they are hidden away in a boot or glove compartment.

Police say the new technology is allowing criminals to selectively steal from cars with expensive laptops and mobile phones which also have ?blue-tooth? facilities.

NHTSA Breath Test Refusals in DWI Enforcement Report

Breath test refusal rates nationwide have remained stable at about one-quarter of all drivers arrested for DWI from 1996 to 2001. States with statistically significant changes in refusal rates are split evenly between those with increases and those with decreases. In five case-study States, first-time offenders generally constitute the majority of those arrested for DWI and a majority of those refusing the breath test, even in those States where it is to their advantage to take the test. First-time offenders often do not understand the consequences of taking or refusing the test. In many States, repeat offenders refuse the test more frequently than first-time offenders. In all 5 case-study States, consequences of refusal are less for repeat offenders than the consequences of taking and failing the test. In Connecticut and Maryland, submitting to the breath test is usually beneficial for first-time offenders. The report discusses possible strategies States and jurisdictions can implement to decrease breath test refusals.

Control PowerPoint Format

Probably most PowerPoint users know that they can set the default format for the title or objects (such as bullet-point text) in the body of a slide using the Slide Master. Simply move to the Slide Master (use the View/Master Slide Master command) and format the objects on the master itself. For example, the Slide Master contains the format for the various bullet levels. You can change the text for different bullet levels by selecting the bullet text at the level you want to change, then selecting the Format/Font command and making your font property selections.

However, the Master Slide does not permit you to format objects like text boxes. To change the style of text not defined by the Master Slide:

1. Make sure no object on your slide is selected. (Just click somewhere in the an corner to insure nothing is selected.)

2. Select Format/Font command from the main menu.

3. Select the font properties, then click on OK.

Now, all text that you add will use the new style, including the text box font properties.

Using Word Templates

Lets talk a little about using templates. Templates are very useful since they eliminate repetition and save you time. In addition, if you are working in an office environment, they will help standardize documents among many users.

To create a template, start with a blank document. Enter the repetitious information you want to use such as header or footer information. Then click File>>Save As. In the menu box labeled “Save as type” select “Document Template”. Choose a convenient folder location (or just save it to your desktop) then click the “Save” button. That is all there is too it – you have created your first template. You can access it by double-clicking on the template file when you need to open it.

Headers and footers are excellent supplements to templates since you can add anything from text and graphics to page numbers. To access your headers and footers, click View>>Header and Footer. For more information on headers and footers, go to:

In addition Microsoft offers training tutorials that you can access by clicking Help>>Microsoft Office Word Help. Just type in a search for headers and footers.

To edit or update your template just open Word, click File>>Open, select “Files of type” from the menu box, select Document Templates, find your template, highlight it and click the Open. Make the desired changes to your template then click File>>Save.

Law Enforcement Torch Run 2005

Congratulations to all of the officers and deputies who participated in the Law Enforcement Torch Run for Special Olympics. This year, as usual, is shaping up to be another great effort by the law enforcement community.

Lt. Schwarzer, of the Radford Department of Police, wrote to say he ran a 17 mile leg in the New River Valley yesterday. Today the 44th Entry Level Law Enforcement class joined with Salem Police Department and Salem Sheriff’s Office personnel to run the 9.8 mile leg from the Montgomery County line, through Roanoke County and finishing at Longwood Park in Salem.

The heat and humidity was a killer but the recruits turned in another great effort. After a 4 month injury lay off, I finally got to run along with the training staff and a couple of evaluators. Thanks to all the runners, the support personnel and the organizers for a great effort.
